It told me MS is aware of this and that as soon as they fix this problem and consider it safe that the PC will automatically get 1903. It told me there is some kind of potential issue with the update process for 1903 and external hard drives that could cause an issue. It went through the process of downloading the update and everything only to tell me that it won't let me update that PC to 1903 because it has an external USB hard drive attached. I tried to manually update our HP desktop in the living room using the upgrade assistant (Windows update shows no updates available).
